DAB-BARMM Sharpens SGADA Employees’ Understanding on Community Resilience under People’s Management Course

COTABATO CITY – Employees of Special Geographic Area Development Authority (SGADA) were equipped on understanding the concept of community resilience. Community Resilience is a crucial aspect of sustainable development, ensuring that communities can withstand and recover from various challenges.

Recently, on January 31 to February 02, 2024, a transformative workshop on Community Resilience under People’s Management Course was conducted by SGADA to empower its employees with the knowledge and skills necessary to enhance their resiliency. The workshop was held at Venue 88 Hotel, General Santos City with the technical assistance of the Development Academy of the Bangsamoro thru its Center of Education and Extension Division.

During the opening program, Mr. Hamza Salik, Chief Administrative Division said that “The conduct of Community Resilience Building Workshop is a blessing for the SGADA employees because it will provide the necessary knowledge and skills that would help the employees increase their work performance. He also reminded the participants that everyone’s work is part of Ibaadah to the Almighty Allah.

The esteemed resource person Atty. Abdulwahid Pakil discussed the salient features of the Bangsamoro Autonomy Act Nos. 13 (Bangsamoro Administrative Code), 17 (Bangsamoro Civil Service Code), 35 (Bangsamoro Electoral Code), and the Approved Parliamentary Bills no. 129 to 136 under the Bangsamoro Organic Law (BOL). These sessions helped the participants understand the breadth and limits of the regional parliamentary system.

Mr. Gebracel N. Makaton, the Senior Education Program Specialist of the Development Academy of the Bangsamoro (DAB) discussed the Topic “Community Resilience through Moral Governance”. He started the discussion on the exploration of the concept of community resilience. Participants delved into the multifaceted nature of resilience, encompassing social, economic, environmental, and cultural dimensions. Recognizing that resilience goes beyond mere survival, the workshop emphasized the importance of fostering adaptability, collaboration and innovation within communities. During his lecture, he encouraged the participants to consider and impose sincerely in every aspect of government the highest policy direction of the BARMM which is Moral Governance.

Topic on “Harvesting Collective Intelligence on Building Community Resilience” facilitated by Ms. Noraida A. Datumanong, Chief Education Program Specialist of DAB, was given emphasis through workshop activity. The participants shared their views and experiences about worst scenarios encountered, and all answers given were analyzed with corresponding feedback from the learning facilitator.

Ms. Datumanong also presented a topic on Mental Health and Psychosocial Support to Community, wherein the participants analyzed the given situation on the projected poster. This topic is crucial to every government employee, especially in this group considering that they are new to government. This narrative delves into the key insights and takeaways from the workshop, shedding light on the strategies and actions that can contribute to building robust and resilient communities.

To conclude, the 3-day workshop was successfully conducted through collaborative efforts of SGADA, DAB, with the support of United Kingdom of Netherlands through United Nations Development Program (UNDP).
