: The Office of the Chief Minister (OCM) represented by Hon. Abdullah M. Cusain (Assistant Senior Minister), Narcisa M. Canda (Director III-Administrative Management Service) and Hasmiene D. Ibrahim (Chief-Internal Audit Office); Ministry of Interior and Local Government (MILG) represented by Engr. Khalid S. Dumagay, CESE (Director General) and Mohaima B. Dimangadap (LGOO VI); Ministry of Transportation and Communication (MOTC) represented by Lady Hanifa R. Mindalano-Alonto, DIRM, MHRM, JD (Director II–Administrative and Finance Services); and the Development Academy of the Bangsamoro (DAB) represented by Hisham S. Nando, M.A. (Executive Director) and Dr. Normia A. Salindal (Chief-Finance and Administrative Division) successfully completed the 12-day course dubbed as “Capacity Development Project for Bangsamoro (CDPB) / Field 1 Governance”, spearheaded by the Japan International Cooperation Agency (JICA) in Hiroshima, Japan on May 28 to June 08, 2024.

The said activity is under the Knowledge Co-Creation Program (KCCP)- Region Focus of JICA, funded by the Official Development Assistance Program of the Government of Japan. Its main objective is to share the experiences and lessons of Hiroshima and Japan to grasp the overall picture of the local government administration system and to understand the importance of Human Resource Management Systems and PDCA cycles in administrative activities. The learnings gained from the program will help in establishing and operating the training institutes for administrative officers and employees, and in promoting capacity development of the human resources in regional level by the Development Academy of the Bangsamoro (DAB) and in local government units in BARMM by the Bangsamoro Local Government Academy (BLGA).

The course is comprised of various learning methods including presentations and discussions with different experts and authorities. The actual site visits were also conducted to exchange views on the continuation of friendly relations between the Hiroshima Prefecture and the Bangsamoro Autonomous Government. The site visits enable the participates to learn the case of regional development particularly on medium-to-long term and future regional developments. The site visits also give insights into how the residents’ views are incorporated into their policy aiming for community collaboration.

Prof. Yoko Ishida of Hiroshima University and key officers from Hiroshima Prefecture served as the key experts who took part in the 12-day course by imparting their knowledge, skills, and experiences to the participants. Among the learnings obtained by the participants include the unique images on how the local government functions in Japan. This includes: (1) Basic knowledge of policy assessment and PDCA cycle, method of policy assessment, and the importance of assessment and its reality in Japan; (2) Post-war reconstruction efforts and the role played by the local administrations and citizens in Hiroshima, where the first atomic bomb was dropped in human history. This includes understanding of the damages caused by the atomic bomb, the reconstruction process and the peace promotion initiatives undertaken by Hiroshima Prefecture, such as the abolition of nuclear weapons and human resources development; (3) Human Resource function management such as recruitment procedures of employees in Hiroshima prefecture, job rotation, appointment criteria and methods, and staff development. The participants learned the systems and human resource development policy of the training center that provides training not only for prefecture officials but also for municipal officials; (4) Policy evaluation and formulation of long-term Comprehensive Plan in township level and how the PDCA cycle can be implemented in the process of summarizing past plans and developing current plans; and (5) Significance and challenges of working with local authorities and communities for the academe with the case studies of Town & Gown initiatives.

Other than learning the PDCA cycle and the long-term Comprehensive Development Plan of the Hiroshima Prefecture, the participants also got a glimpse of the good practices on effective public relations strategy where the concept of citizen cooperation has been adopted to deliver administrative information to citizens in cooperation with other offices, and the challenges faced by the Hiroshima Prefecture and Choguko Regional Government in general.
